This means that Andrew probably had a better upbringing than his older brother.

The Prince’s nanny reportedly called young Andrew “Baby Grumble” because of his stubbornness and anger. According to the book, even his parents sometimes had problems with his behavior. Cawthorne wrote about the incident when Andrew allegedly made derogatory comments about “the common people” on a television program he was watching with the family.
