King Charles has issued a definitive letter outlining Prince Harry and Meghan Markle’s standing within the Royal Family following their recent return to Britain.
The King instructed that formal guidance be distributed after officials received a “number of requests” seeking clarification. The letter establishes that the Duke and Duchess of Sussex remain non-working members of the Royal Family despite their return to the UK. Their charitable activities will continue on a private basis, while their office will operate independently from the Royal Household.
Harry and Meghan’s HRH titles also remain suspended. This development comes amid reports that Harry and Meghan are “considering a public apology” in an effort to mend their relationship with the Royal Family.
The guidance was issued by Lord Chamberlain Lord Benyon under Charles’ instruction and distributed to senior officials across the British government and military, along with the King’s representatives throughout the country.
Harry’s team also received a copy. Addressing the need for such clarification, the letter states, “To help avoid doubt or confusion, The King has directed that the following information be shared.”

The document reinforces the arrangement established when Harry and Meghan stepped down as working royals in January 2020. Those terms were finalized during the Sandringham Summit, which was presided over by the late Queen Elizabeth II.
While the couple retain their Duke and Duchess of Sussex titles, the styles His and Her Royal Highness remain unused. The letter emphasizes that “there is no change to the current status” of the pair following their return.
Harry, 41, and Meghan, 44, relocated to Britain in August with Prince Archie, seven, and Princess Lilibet, five, ahead of the children starting school. The family is understood to be residing in a private home outside London.
The clarification comes as both Harry and Meghan are anticipated to increase their public engagements connected to charitable endeavors. Harry is expected to support organizations including the Invictus Games, which will next be held in Birmingham in July 2027.

Reports have further indicated that Meghan hopes to re-engage with some of the causes she championed prior to stepping back from royal duties. However, any such involvement would be carried out in a personal capacity and would neither represent the King nor signal a return to official royal life.
The letter also addresses the sensitive matter of security following Harry’s lengthy dispute over police protection afforded to his family in Britain.
Officials were directed to contact Buckingham Palace regarding questions involving formal courtesies or the potential use of public funds. Operational protection matters remain under the jurisdiction of police and RAVEC, the government committee responsible for determining security arrangements for royals and other prominent public figures.
All communications concerning Harry and Meghan must still be directed to their independent office instead of the Royal Household. The correspondence describes their status as “akin to private citizens with commercial and charitable interests.”
