King Charles’ recent statement clarifying Prince Harry and Meghan Markle’s position within the Royal Family has been interpreted by a royal commentator as an attempt to establish clear “ground rules” following the couple’s return to Britain.
The Duke and Duchess of Sussex moved back to the UK in August after spending six years in California, immediately triggering speculation over whether their return could lead to a renewed role within the monarchy.

Speaking to presenter Duncan Barkes, Bell said: “I think they have just decided that we need to establish the ground rules.”
Palace ‘Needed to Define’ Sussexes’ Position
Bell argued that almost everything Harry and Meghan do attracts intense media attention, making it important for the Royal Household to clarify what their return actually means.
He suggested the Palace’s message was effectively telling the couple that, while they are back in Britain, the arrangements governing their royal status have not changed.
“I think it’s the royal household saying, ‘You’re back now. Just remember what you’ve got to do, which is stick within the ground rules,’” he said.
The comments represent Bell’s interpretation of the King’s statement rather than an official explanation from Buckingham Palace.
Nevertheless, the intervention reflects continuing questions over how Harry and Meghan intend to operate now that they are once again based in the UK.
The couple stepped away from senior royal duties in 2020 before building a new life in California.
Their return has therefore created an unusual situation in which two of the most recognisable members of the wider Royal Family are living in Britain while remaining outside the official working monarchy.

She has also reportedly held discussions about a possible acting return, including a potential appearance in the third season of Netflix’s The Gentlemen.
Those reports remain unconfirmed, with details of any acting plans still limited.
Harry’s future schedule is less clear, although he is expected to continue focusing on the Invictus Games and other charitable work.

A friend of the Sussexes said the decision had been particularly difficult because the family had been happy with the school.
“It’s a real shame, because they absolutely adored the school, the kids, and their parents,” the source said.
The children were reportedly settling in well, but the family ultimately decided the journey could not be made “operationally secure”.
